RANCHI: The Jharkhand high court on Wednesday ordered the state government to pay Rs 10 lakh to a visually impaired rape victim who's been impregnated by the offender. The high court has also ordered the Ranchi deputy commissioner to ensure that proper care is taken of the victim during her pregnancy till her delivery.
The court of Justice Sanjay Kumar Dwivedi, while hearing a criminal writ petition filed on behalf of the victim by People's Union for Civil Liberties (PUCL), ordered the deputy commissioner to monitor the health of the girl. The judge also said that as soon as the child of the victim is born and is of age, the child will  be admitted to a school and the expenditure will be borne by the state.
The court also ordered the secretary of the social welfare department to create a rehabilitation centre for such victims in the state. The matter had come up before the high court in a petition filed by the victim seeking protection and permission for termination of her pregnancy.

The victim is 100% visually challenged and was gang-raped in 2018. Thereafter, the victim was also raped by her own brother and uncle. The victim's father is a rickshaw-puller and she was exploited in his absence. The person who has impregnated the victim is unknown.
The high court had called for a report from the Rims director on September 9 which was presented to the bench. The medical board of has declined medical termination of pregnancy of the victim  after 28 weeks stating it to be risky for the life of the victim and the foetus.
The court, accepting the report of the medical board, rejected the plea of the victim for termination of her pregnancy. However, the court ordered the state government to ensure that a special rehabilitation centre is established to take care of such victims.

The victim's identity has not been revealed to protect her privacy as per Supreme Court directives on cases related to  sexual assault)
