  1.  What are the schemes available for persons with disabilities in Haryana?

 ANs- The Schemes available for People with disabilities, eligibility and required document for the particular scheme are given below;
1. State Disability Pension
The state of Haryana provides a disability pension which has contributions from both state and central government scheme known as Indira Gandhi National Disability Pension.
Eligibility Criteria
1.  The disability pension aims at providing social security to disabled with a minimum of 70% of disability/blindness.
2.  There are two types of pension as per the percentage of disability.(a) Pension of Rs.500/p.m. is available for those who have disability of 70% (b)Pension of Rs 750/pm is available for those who have disability of 100%
3.  Age should be above 18 years
4.  Their income doesn’t exceed the minimum wages of unskilled labourer as notified by Labour Department.
Documents required
1.  15 years of residence proof of living in Haryana
2.  Disability certificate
3.  Age proof certificate
4.  Form should be certified by the Sarpanch/ Panchayat officer
Procedure for application
Newly eligible Pensioners may obtain Pension application forms from respective Block Development and Panchayat Officer (BDPO) at village level and Zonal Taxation Officer at city level or   District social welfare department and can submit at the same place.
Mode of payment
The pension disbursement starts by 10th of every month. Enrolment of eligible Pensioners for opening of Bank accounts takes place regularly in the concerned Block/Municipal Committee Offices.

Note;- . Incentive award for marriage between disabled and non-disabled scheme is not implemented in the state.
 
2. What are the provisions of getting a Bus concession?
Ans: The state transport of Haryana Roadways gives facility of free travelling in the state transport buses to the persons with vision impairment along with their escort.
Eligibility Criteria
1.  100% disability/complete vision loss
2.  Resident of state
3.  Applicants should have disability identity card issued by the district social welfare officer of concerned district.
Documents required
1.  Disability identity card certified by the General Manager of the transport department.
2.  Passport size photograph
Procedure for application
Applicant needs to apply to the concerned Bus Depot of the district with aforesaid documents.
3.  What are the Educational Scholarships available for the Students at the school level?
The state government provides scholarship to the students studying from class 1 upto the 12th . The grant is sanctioned by the department of social justice and empowerment.
Rate of scholarship as per the class
a)      1st -5th standard: 400- /pm
b)      6th -9th standard: 500/pm
c)    9-12th standard: 750/pm
Eligibility Criteria
1.  Family monthly income should not be more than Rs.4000- 6000/- depends on the class of the child.
2.  Should have scored passing marks in previous annual examination.
3.  Resident of  state
4.  Disability 40 % and above
Documents required
1.  Disability certificate
2.  Residence proof
3.  Mark sheet or certificate of the class
4.  Income proof
Procedure for application
Application should be made to the department of social justice through the head of the institution. Students can obtain application form from their head of the school.
Mode of payment
The annual amount will be credited to the saving bank account of the students.

4. What are the schemes available for an educated unemployed handicapped person?
 Under this scheme, educated people with disabilities having not less than 70% disability and educational qualification of middle, matric and above level or diploma holder are provided un-employment allowance from the date of their registration in the employment exchanges for a period of six years. Un-employment allowance is provided at the rate of Rs. 200, Rs. 250, Rs. 300 per month according to the qualification of the educated handicapped persons, having 70% or more disability, whereas the rate for 100% handicapped has been enhanced in the following categories of education w.e.f 1.4.2006
1.  Rs. 1000/pm for diploma holder
2.  Rs. 1500/pm for graduate and
3.  Rs. 2000/pm post graduate/master degree
Eligibility Criteria      
1.  Applicant should be registered under the employment exchange
2.  70 % of disability and above
3.  Resident of the state
4.  No income limit
 Documents required
1.  Disability certificate
2.  Employment exchange registration number
3.  Educational certificate
4.  Residential proof
5.  Application form must be verified by the employment officer
Procedure for application
Application form can be accessed from District Social welfare Office or downloaded from the website: http://socialjusticehry.gov.in/form_and_proc.aspx and will be submitted at the same office.
Mode of payment
The annual amount will be credited to the saving account of the applicant.

  1. What are the state schemes available for a people with disabilities in Karnataka?

Ans-   Scheme for Person with disability, eligibility and required document for the particular scheme are given below;
1.   State Disability pension
The disability pension is administered by the revenue department of Karnataka and is termed as monthly maintenance allowance. There are two categories of allowance one is given to those who have disability below 75 % and are given Rs 400 per month. Those persons with disabilities who have above 75% disability are given Rs 1000 per month. This is fusion of Indira Gandhi National Disability Pension Scheme.
Eligibility Criteria
1.  Family income should be less than Rs 11,500/- per annum and Rs 24000 per annum in Rural as well as in urban area respectively.
2.  Resident of Karnataka at least for 10 years.
3.  Above 16 years (some amendment is in the process to remove the age limit)

1.  Income proof
2.  Disability certificate
3.  Three Passport size photo
4.  Address proof
Procedure for application
 Application form can be obtained from the Tahsildar of each block or from the district disabled welfare office at the district head quarters and submit at the same place.
Mode of payment
The monthly amount will be credited to the bank saving account of the applicant.

2.  What is the provision of availing Bus concessions?
People with complete vision loss receives a grant of free travelling in the city services, suburban and Mofussil express buses after producing identity cum free. There is no provision of concession to their escort/attendant.
Eligibility criteria
1.    100% blindness or sight loss
2.     Resident of Karnataka
3.     Exemption from maximum limit of family income

Applicant has to apply to District Welfare Officer attached to the Dy. Director, women and child development department at the district level and then approach to the KSRTC( Karnataka State Road Transport Corporation). Bus pass will be issued by Transport department.

3.  What are the Educational scholarships available by the state government?
 The state of Karnataka provides educational scholarship for 10 months in each academic year. As per the government order no. WG CHW: 404: PHP : 2001,Bangalore dated 4/9/2001 the current effective rates of monthly scholarship  for V.I are followings.
a)    1st to 5th std.: Amount is Rs 50 /-per month
b)   6th -10th std : Amount is Rs100/-per month
c)    11th and 12th std: amount is Rs 150/- per month
d)    Graduation: Amount is Rs 200/- per month
e)    Professional course and trainings: Amount is Rs 250/- per month
a)     Master’s program: Amount is Rs 300/-per month
Eligibility criteria
1.    Passing marks in previous annual examination.
2.    Above 40 disability
3.    There is no need to provide the family income. There would be an exemption from the maximum income limit.
4.     Resident of Karnataka state

Procedure for applications
Applicant can approach the Principal of school/college /institutions respectively. For further details contact District Welfare Officer.
Mode of payment
The annual amount will be credited to the saving account of the student.

4. Prize money scheme for meritorious students with disabilities
 In order to recognize and encourage the academic ability of disabled students, the state government, offers a cash prize to those who secure more than 60 % marks in public examinations such as Secondary school living certificate (SSLC) , Pre University Course, graduation & post-graduation degree like M.A/M.com/M.Sc. etc.(table is given below).Reference: GO. wide no. SWL 162 PHS 91 dated 30-9-1991 for further information.

Procedure for application
 Applicant should approach the Assistant director, Department of Women and Child Development in every district, usually in the month of September of the present year.
5.  Unemployment allowance: This scheme is not yet implemented in the state.
Note:-  Incentive for marriage between disabled and non-disabled: This scheme hitherto is not being implemented in the state.

  1. What are the state schemes available for people with disabilities in Punjab?

 Ans- The Schemes available for People with disabilities, eligibility and required document of the particular scheme are given below;
1.  State Disability Pension
The Department of Social Security provides a grant of disability pension worth of Rs 250 per month to the all kinds of disabilities.
 
Eligibility Criteria
1.  Above 60 % of disability
2.  There is no age limit
3.  The monthly income of the applicant does not exceed Rs. 1000/- per month in case of individual and Rs. 1500/- if husband and wife both are alive. In case, the applicant is not earning, then the income of their parents does not exceed Rs. 2500/- per month. In case such parent have more than two children, their income should not exceed Rs. 3000/- per month.
4.  Resident of the state
Documents required
1.  Disability certificate
2.  Income proof/ certificate from panchayat/affidavit
3.  Residence proof
4.  Passport size photograph
Procedure for application
 Applicant needs to apply to the Block Development Officer and Executive Office of Municipality in rural and urban area respectively. Application form can be obtained and submitted at the same place.
Mode of payment
The monthly amount is remitted to saving account of the applicant in urban area and through cash in rural area.
2.  What is the provision of availing Bus Concessions?
The department of Social Security provides free traveling in state transport services to people with complete vision loss and to their escort as well.
Eligibility Criteria
1.  Complete vision loss/100% disability
2.  Resident of the state
3.  Applicant should have disability identity card
Documents required
1.  Application on a simple paper regarding issuing of bus passes
2.  Disability identity card issued by the District Social Security Office(DSSO)
Procedure for application
Apply to the District Social Security Office (DSSO) and they would issue the travelling pass.
3.What are the Educational scholarships available by the Punjab Government?
The department of Social Security provides educational scholarship to the students with disabilities.
Rate of the scholarship as per the class is given as follows:
1.  1st to 8th std: amount is Rs 200/- per month
2.  IX, X, Pre university/ Post Matric course: Rs 300/- per month
3.  Graduation: Rs 300/-per month
4.  B.E/B-Tech/MBBS/LLB/B.Ed/diploma in professional and engineering studies /in plant training: Rs.300/- per month
5.  M.A/M.Sc/M.Com/L.L.M /M.Ed etc: Rs 300/- per month
Eligibility criteria
1.  Minimum 40 % of disability
2.  Student should have scored passing marks in previous annual examination
3.  Family income should not exceed more than Rs 60,000/- per annum.
4.  Resident of the state
Documents required
1.  Copy of Disability certificate
2.  Copy of Mark sheet of the previous annual examination
3.  A recent passport size photograph
4.  Income certificate
5.  Annual progress report of the disabled scholar for the year prepared by the head of the institution.
Procedure for application
Application should be made to the District Social Security office in the prescribed form through the head of the institution, where candidate is admitted as a student/trainee. Renewal of scholarship will be done every year by the directorate of social security.
Mode of payment
Annual remittance will be done by the head of the institution through cash.
4. What is the provision provided by the state government to an unemployed educated person?
There is state provision of giving unemployment allowance to the educated unemployed people with disabilities those are registered with special employment exchange for the period of more than 2 years.
Rate of Unemployment allowance as per the education of the PwD:
a)      Up to matric: Rs 275/-
b)      Above post matric: Rs 500/-
Eligibility Criteria
1.  Minimum 40% of disability
2.  Family income should not exceed more than 1, 50,000/- per annum.
3.  Age group between 17 to 30 years
4.  Applicant must not be availing any other stipend or scholarship from the government of Punjab.
5.  Resident of state of Punjab
Documents required:
1.  Disability certificate
2.  Resident proof/certificate issued by the competent authority
3.  Self declaration form in support of family income
4.  A certificate of being Punjab origin
5.  Registration number
 Procedure for application
Applicant needs to apply to the concerned special employment exchange or employment exchange office of the respective district.
Mode of payment
The annual allowance is credited to the saving account of the applicant.
 
Note:   i() Incentive for marriage between disabled and non -disabled is not implemented in the state.
(ii)  Indira Gandhi National Disability Pension Scheme: State is not implementing this scheme.
