CBSE circular regarding provisions in exams for disabled candidates

Subject: Amendments/Additions in Examination Bye Laws

In pursuance of the recommendations of the Examination Committee held on 25.11.2013 duly ratified by the Governing Body in its meeting held on 11.12.2013 following amendments/additions have been made in the Examination Bye-laws:

I.          AMENDMENT IN RULE 23(d) OF THE EXAMINATION BYELAWS RELATING TO EXEMPTION FROM
EXAMINATION IN THIRD LANGUAGE

(d) Blind students, those suffering from speech or hearing defects. Dyslexic and candidates with disabilities as defined in the Persons with Disabilities Act, 1995. (d) Visually impaired students, those suffering from speech or hearing defects. Dyslexic and candidates with disabilities as defined in the Persons with Disabilities Act, 1995.
II. AMENDMENT IN RULE 24(heading) and 24(i) OF THE EXAMINATION BYELAWS RELATING TO EXEMPTION CANDIDATGES AS DEFINED IN THE PERSONS WITH DISABILITIES ACT, 1995

Heading - Exemption to Blind, Physically Handicapped, Autistic, Dyslexic, Spastic and candidates with disabilities as defined In the Persons with Disabilities Act, 1995
ji) Spastic, Blind, Physically Handicapped, Dyslexic, Autistic and Candidates with disabilities as defined in the Persons with Disabilities Act, 1995 appearing for the Secondary School Examination or Senior School Certificate Examination is permitted to use an amanuensis or allowed additional lime as given below or both.
For paper of 3 hours duration 60 minutes For paper of  2 and half hours duration 50 minutes For paper of 2 hours duration 40 minutes For paper of 1 and half hours duration 30 minutes
Heading • Exemption to Visually Impaired, Physically Handicapped, Autistic, Dyslexic, Spastic and candidates with disabilities as defined in the Persons with Disabilities Act. 1995
|i) Spastic, Visually Impaired Physically Handicapped, Dyslexic and Candidates with disabilities as defined in the Persons with Disabilities Act, 1995 appearing for the Secondary School Examination or Senior School Certificate Examination is permitted to use a Scribe or allowed additional time as given below or both. Autistic candidate is permitted to use the services of a Scribe or an Adult Prompter

III. AMENDMENT IN RULE 25(heading) and 25 OF THE EXAMINATION BYELAWS RELATING TO USE AND APPOINTMENT OF AMANUENSIS

25. Use of Amanuensis and Appointment of Amanuensis
(i) Amanuensis may be allowed in the following cases:
(a) To a Blind, Physically Handicapped, Spastic and candidates with disabilities as defined in the Persons with Disabilities Act, 1995.
25. Use of Scribe and Appointment of scribe
|i) Scribe may be allowed in the following cases:
(a) To a Visually impaired, Physically Handicapped. Spastic and candidates with disabilities as defined in the Persons with Disabilities Act, 1995. Autistic candidate is permitted to use the services of a Scribe or an Adult Prompter
 



 

b) on sudden illness rendering the candidate unable to write as certified by a Medical Officer of the rank: not lower than Asst*. Surgeon.
(c) in the case of an accident rendering the candidate unable to write the examination as certified by a Medical Officer of the rank not lower than Asstt. Surgeon.
(ii)           The amanuensis must be a student of a class lower than the one for which the candidate is taking the examination.
(iii)          The Superintendent of the examination center concerned shall choose a suitable amanuensis and forward immediately to the Regional Officer concerned of the Board, a report giving full particulars of the candidate and of the amanuensis for his consideration and approval.
(iv)          The Superintendent shall arrange a suitable room for the candidate for whom an amanuensis is allowed and appoint one special Assistant Superintendent to supervise his examination.
(v)           The services of amanuensis shall be provided free of cost.
(vi)          The amanuensis shall be paid by the Board remuneration as prescribed from time to time.
(b)  No change

(ii)           The scribe must be a student of a class lower than the one for which the candidate is taking the examination.

IV. AMENDMENT IN RULE 46(HEADING) OF THE EXAMINATION BYELAWS RELATING TO EXEMPTIONS TO PERSONS WITH DISABILITIES AS DEFINED IN THE PERSONS WITH DISABILITIES ACT. 1995

V. AMENDMENT IN NOTE BELOW THE FORMAT OF TRANSFER CERTIFICATE GIVEN AS ANNEXURE 1 OF THE EXAMINATION BYELAWS

Transfer Certificate should be issued only under the signatures of the regular Principal /vice Principal and it should be countersigned by an officer rot below the rank of District Inspector of Schools/Deputy Director of Education/Education Officer of the Education Deportment of the State/Union Territory concerned. In case of a student migrating from one C3SE affiliated school to another CBSE affiliated school the transfer certificate of a previous school of such a student may be countersigned by the Regional Officer of the Board or the Assistant Commissioner of the Kendriya Vidyalaya Sangahan o' the Deputy Director, Navodaya Vidyalaya Samiti in India or an officer of the Board at the Head Quarters and by the First Secretary/Attache/Cultural Attache or an equivalent officer of the Embassy/High Commission of India in the concerned country in respect of students studying in an affiliated school of the C3SE situated outside the Transfer certificate should be issued only under the | signatures of the regular Principal/Vice Principal anti it should be counter-signed by an officer not below the rank of District Inspector of Schools/Deputy Director of Education/Education Officer of the Education Deptt. of the State/Union Territory concerned. In case of a student migrating from one CBSE affiliated school to another CBSE affiliated school the transfer certificate of a previous school of such a student may be countersigned by the Regional Officer of the Board or the Asstt.
