Maintaining secrecy of vote seems the biggest hindrance for visually impaired voters of the state. As they are not allowed to cast vote themselves and have to do the same through an assistant, they have no alternative except believing that the latter will undoubtedly vote their preferred candidate.

In a major relief to the visually impaired and physically challenged, the Himachal Pradesh University in Shimla has allowed them to engage a writer irrespective of his qualification in the exams, an official said Thursday. Vice Chancellor A.D.N. Bajpai has approved the examination policy as per the guidelines of the ministry of social justice and empowerment for students with disabilities, a university spokesperson said.

In that sense, the NDA government’s budget is reminiscent of Nelson Mandela’s ‘rainbow nation’ philosophy, which adopted continuity in the face of volatile relations. This is a landmark practice for a government.
 
The tone of the budget was, in my opinion, smart to wise. While carrying on some of the major initiatives of the previous regime, it was able to enhance prospects for key aspects of Indian industry.
 

Jaitley announces new schemes for disabled

Finance Minister Arun Jaitley Thursday announced some new schemes for disabled people.
Tabling the union budget 2014-15 in parliament,
 
Jaitley said: "Fifteen new Braille presses will be established and 10 existing ones will be revived."

Jaitley said the scheme to assist the disabled to purchase aids and appliances will be extended.

"I propose to extend the scheme for assistance to disabled persons for purchase of aids and appliances (ADIP) to include contemporary aids and assistive devices," he said.

Make 'Talking Books' Available for Sightless

India has become the first country to ratify the Marrakesh Treaty to facilitate access to published works for the visually impaired. The treaty requires signatories to adopt national law provisions that facilitate the availability of published works in formats like Braille that are accessible to the blind and allow their exchange across borders by organisations working for the visually impaired. The Indian Copyright Act, 1957, did not have any provision for the conversion and distribution of books in accessible formats for such persons.

Ind takes global lead to empower blind to read

India has become the first country to ratify the Marrakesh Treaty to facilitate access to published works for persons who are blind, visually-impaired or print disabled. 

The treaty would also go a long way towards establishing equal rights and opportunities for education and employment for them, the HRD Ministry said in a statement here.
