DELEGATION OF DIFFERENTLY-ABLED PEOPLE MEETS BJP STATE PRESIDENT

A delegation of differently abled people met the Bharatiya Janata Party Uttarakhand unit president Ajay Bhatt demanding a strong Divyang Ayog, reservation in politics and some amendments in Rights of Persons with Disabilities Act, 2016. In a memorandum submitted to the BJP State president, the delegation has demanded the restructuring of Divyang welfare committee at the State level.

It’s the duty of every institution to help disabled people, says Supreme Court

It is the duty of every institution to extend a helping hand to disabled persons, the Supreme Court said on Friday.

The observation by the apex court came while hearing a thalassaemia patient’s plea claiming that she falls under the category of persons with benchmark disability as prescribed under the provisions of the Right of Persons with Disabilities Act, 2016.

A bench of Justices Dipak Misra and A M Khanwilkar directed the Chhattisgarh government to constitute a medical board to ascertain whether the petitioner, Sruchi Rathore, would fall under the ambit of the Act.

AP to be allocated Rs. 100 cr.

The Union Ministry of Social Justice and Empowerment has decided to allocate Rs. 100 crore from the National Handicapped Finance and Development Corporation (NHFDC) to the A.P. government towards skill development programmes. It has also agreed to consider setting up another branch of the National Institute of Mentally Handicapped (NIMH) at Amaravati, according to the Union Minister of State, Ramdas Athawale, on Monday.

NEW DELHI: The government has clarified its decision to levy 5% goods and services tax on assistive devices for the physically challenged, rejecting Congress vice-president Rahul Gandhi’s allegation that the government has been “insensitive” to the disabled. 

“Tax incidence is not going up but going down,” revenue secretary Hasmukh Adhia said, even as he offered two reasons why these devices have not been exempted from GST.

The central government on Tuesday refuted Congress leader Rahul Gandhi's charge of GST rates being "insensitive" to the disabled, saying a discounted 5 per cent levy will bring down prices of assistive devices for physically-challenged and promote domestic manufacturing.
From Braille writers and Braille paper to wheelchairs, talking books, Assistive Listening Devices (ALD) and implants for the severely physically-challenged, as many as 22 items for them will attract a Goods and Services Tax (GST) of 5 per cent.

Separate ministry for persons with disabilities demanded

Speakers at a dialogue in the city on Thursday demanded forming a separate ministry for persons with disabilities as it can take up special steps to ensure their rights and integrate them with the mainstream of development.

 

"We demand a separate ministry for persons with disabilities for their overall welfare," Access Bangladesh Foundation Chairperson CM Tufail Sami told the dialogue while presiding over it at CIRDAP auditorium.

 

State Minister for Finance and Planning MA Mannan joined the dialogue as the chief guest.

The 2016 Act will give full effect to the UN Convention

The Supreme Court observed that “employment is a key factor in the empowerment and inclusion of people with disabilities” in its judgment in theUnion of India v. National Federation of the Blind case (2013).

The verdict registered the “alarming reality” of disabled persons out of jobs, not because of their disabilities but due to social and physical barriers that prevent them from joining the workforce.
